Can an HOA in CA be broken?

I'm apart of an HOA in CA,and although I believe in future the fees may be worth it ( painting the outside of the house, fixing the roof ect.) they can't sell all the houses in the community ( some blame to the HOA fee and how high it is) . Does anyone know if an HOA can be broken? What would be the steps?
